Compliance requirements
The bidder must confirm that none of the mandatory exclusion grounds apply, including criminal offences, illegal employment-related offences, child labour or trafficking offences, tax or social security debt, and any situation where the contract would breach an international or Government of Estonia sanction. The bidder must also confirm that none of the voluntary exclusion grounds apply, such as serious professional misconduct or an unmanageable conflict of interest.
Qualification criteria and exclusion grounds
The bidder must show an average annual net turnover of EUR 2,000,000 for each of the last three completed financial years before the start of the procurement. Joint bidders may combine their figures. The bidder must also prove that within the 60 months before the tender deadline it has properly performed at least one or several contracts with a total value of at least EUR 3,000,000, where the subject was resale and installation of a power transformer with a rated voltage of 110 kV or higher. The bidder must submit the information on completed contracts on the contracting authority’s Form 3, including contract dates and customer details. In addition, the bidder must submit Form 1 with the price offer table and complete all required fields in Form 2, the Power Transformer Questionnaire, and confirm that the offered equipment and solution fully comply with the tender requirements.
