Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been convicted of participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning and restored reliability where this is allowed for the procurement. During contract performance, first-tier subcontractors and their legal representatives must be identified and their details provided.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least 2 reference contracts similar to the subject of this tender within the last 60 months. For each reference, the bidder must have acted as main contractor for the construction, extension or full reconstruction of a building or building complex with at least 50 m2 of enclosed net floor area. The reference works must also have included construction or reconstruction of load-bearing structures and external envelope, construction or reconstruction of interior spaces, installation of a new heating system, a new electrical system and a new low-voltage system. Similar works are those for buildings whose main intended use corresponds to residential or non-residential buildings. Before submitting the bid, the bidder must inspect the construction site and the conditions affecting the works at at least two of the four ports: Virtsu, Kuivastu, Rohuküla or Heltermaa. The person submitting or signing the bid must have the right to represent the bidder; if an authorised representative is used, a power of attorney must be attached. In a joint bid, a joint representative must be appointed and a power of attorney from all joint bidders must be attached. The bid must comply with the tender documents and conditional bids are not allowed. The bid price must be submitted in the required structure.
