Compliance requirements
The tender notice includes the standard exclusion grounds from the ESPD, including participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, and other mandatory exclusion grounds. The bidder must also confirm that it has not been convicted in the relevant cases within the last five years, or that any exclusion period has expired. If applicable, the bidder may provide evidence of self-cleaning. Precise exclusion grounds and confirmations must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register or another relevant register in its country of establishment and, on request, provide a copy or extract proving the registration. The bidder’s net turnover for the last three financial years (2023, 2024 and 2025) must be at least EUR 12,400,000 in each year separately; joint bidders may aggregate the figures. If the bidder relies on the resources of another company, it must also provide that company’s details, and the other company is jointly liable for the relevant part of performance. The machine-readable notice did not include any other precise qualification or suitability requirements; these must be checked in the tender documents.
