The bidder must confirm that it has no outstanding tax debts; this may be checked against the commercial register or an equivalent foreign register, and a foreign bidder may be required to submit a register extract. Participation is limited to entities from the countries specified in Section 3(2) of the Estonian Public Procurement Act; entities from other countries are excluded. The bidder must also confirm that it will not use subcontractors or suppliers for more than 10% of the contract value if they are Russian nationals, residents, entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or persons acting on their behalf or instructions. A bid may be rejected if the resulting contract would be void under the applicable sanctions legislation.

The bidder’s total turnover must have been at least EUR 3.5 million during the three financial years specified in the notice: 2022, 2024 and 2025. The bidder must have experience designing and constructing conveyor systems for the woodworking industry. The bid must include details of the companies for which the bidder manufactured equipment, a brief description of the machines, and contact details for references; a maximum of three references may be submitted. The bidder must confirm that the bid complies with the tender documents. Where an equivalent product, standard, mark or other solution is offered, the equivalence must be explained and supported by evidence. Other relevant evidence may be accepted where the bidder demonstrates that the offered goods, services or works meet the contracting authority’s requirements.
