Compliance requirements

The tender documents include the standard exclusion grounds, including convictions for participation in a criminal organisation, corruption and fraud. The bidder must confirm the absence of these grounds and, where applicable, may provide evidence of self-cleaning. Qualification criteria and exclusion grounds

The bidder must show annual net turnover of at least EUR 1,000,000 in each of the last two completed financial years before the start of the procurement. If the financial year follows the calendar year, this means 2025 and 2024. The bidder must enter those turnover figures in the ESPD and may be asked to provide an extract from the annual accounts. To prove technical capability, the applicant must have completed at least one contract for the installation and configuration of a lighting-point-based control system within the last 60 months. The contract must have involved a lighting control system with at least 10,000 lighting points and user support. The ESPD must include the performance period, details of the other contracting party and a short description or other information that allows the contract content to be assessed. If the bidder relies on the resources of another company, the bidder must also provide the required information about that company and, if requested, prove that the resources are available and will be used for contract performance. The bid must comply with the tender documents, including the pricing form in Annex 2. If an equivalent solution is offered, the bidder must explain the equivalence and attach supporting evidence where necessary.
