Supply of electric and engine-driven breathing-air compressors
Summary
The tender covers the supply to the Portuguese Navy of high-pressure breathing-air compressors: two electric and two diesel-engine-driven units, together with technical documentation and spare parts and consumables for 1,000 operating hours. The equipment will be used to fill scuba cylinders and cylinders for self-contained breathing apparatus. The electric compressors must deliver at least 250 litres/minute at 330 bar, use a 440 V / 60 Hz / three-phase supply, have power below 6 kW, measure no more than 110 × 80 × 140 cm and weigh no more than 255 kg. P41 filtration, automatic compressor control, automatic condensate drainage and two 300-bar filling hoses are required. The diesel-engine-driven compressors must deliver at least 150 litres/minute at 330 bar, have a manually started diesel engine, power below 5.5 kW, maximum dimensions of 110 × 60 × 65 cm and a maximum weight of 160 kg. P21 filtration and two 200/300-bar filling hoses are required. Both types must operate under the vessel’s specified trim, list and rolling conditions. The offer must expressly confirm compliance with all technical and contractual requirements and itemise unit prices and all supply-related costs. A factory acceptance test is mandatory, as are compliant technical documents, a declaration of spare-parts and consumables availability for at least 25 years, and a conformity declaration to DIN EN 12021:2014 or another applicable standard. The supplier must maintain a quality assurance system meeting at least EN ISO 9001 and provide a warranty of at least 24 months against manufacturing defects, starting after installation on board. Delivery, including the factory acceptance test, must be completed by 4 December 2026; the contract notice states a 60-day execution period. The delivery location is the Lisbon Naval Base in Alfeite. The maximum budget is EUR 90,000 excluding VAT, price is the sole award criterion, and the bid deadline is 10 October 2026 at 22:59. Bids must remain valid for 66 days after the submission deadline; variant bids are not permitted.
