Supply and installation of biometric time-and-attendance terminals for IGFSS units

Summary

The procurement covers the supply, transport, installation, configuration and integration of 19 biometric time-and-attendance terminals for IGFSS regional units across Portugal. Each terminal must support at least 8,000 fingerprint templates, multi-technology RFID cards (EM 125 kHz and Mifare 13.56 MHz), at least 200,000 records in offline mode and verification in under one second. An IP interface and CE, FCC, KC, RoHS, REACH and WEEE certifications are required. The solution must integrate with IGFSS’s existing attendance and access management software and remain operable with potential future software. The contract includes installation and commissioning, testing, a compliance report, and 36 months of warranty and technical support. The contractor must submit a work plan within 5 days of signing; work must start within 10 working days and be completed within 45 days after approval of the plan. Technical support must be provided within 48 hours of an IGFSS request. The maximum price is EUR 35,000 excluding VAT, and price is the sole award criterion; in the event of a tie, the shorter installation and commissioning period takes precedence. Bids must be submitted through ACINGOV by 16 October 2026 at 23:59 and remain valid for 90 days. Variant bids are not allowed. No minimum technical or financial capacity thresholds have been set.
