Forest road network improvement works in Mealhada, 2026 – Kristin

Summary

Mealhada Municipality is seeking a contractor to improve its forest road network in 2026 under the Kristin project. The works include grading, cleaning and levelling 62.35 km of forest-road surfaces; removing loose material and taking it to a licensed waste operator; filling depressions and potholes; cleaning and reshaping existing ditches; creating side drainage outlets and earth ditches; and improving or constructing vehicle passing and turning areas. The contract also covers filling 12,000 m² of depressions with 50–200 mm stone aggregate and supplying, spreading and compacting a final graded aggregate layer. The maximum budget is EUR 135,500 excluding VAT, and the works must be completed within 60 days. Price is the only award criterion. Bids must be submitted through the ACIN platform by 14 October 2026 at 23:59 and remain valid for 66 days. The contract is not divided into lots, and alternative bids are not permitted. Bidders must hold the required Portuguese construction licence for agricultural and forest road works, or rely on a subcontractor holding the relevant licence and committed to carrying out those works. The bid must include a price breakdown, work plan, workforce and equipment plans, monthly financial schedule, unit prices and required declarations. The successful bidder must also submit the licence and other eligibility evidence, appoint a works manager with the required qualifications, and designate a separate qualified health and safety officer. No bid guarantee is required, but 10% is withheld from each partial payment as security.
