Concession to operate the bars of the Tâmega and Sousa Local Health Unit in Penafiel

Summary

The concession covers the operation of two bars at the Tâmega and Sousa Local Health Unit in Penafiel: an approximately 66.10 m² space in the main hospital building’s lobby and an approximately 28.8 m² space in the psychiatry service lobby. The concessionaire must provide a café and snack-bar service and is responsible for maintaining the premises and equipment, staffing, operating costs, food safety and waste management. Opening hours are 7:45–20:30 every day, including weekends and public holidays. Full meals may be prepared only in the psychiatry bar, and only if the necessary works and arrangements are approved in advance; full meals or food prepared outside the health unit may not be supplied. The contract lasts 12 months and may be renewed up to a maximum total period of 36 months. The proposed monthly concession fee must be at least EUR 3,000 plus VAT. The bid must state prices for all products listed in the tender schedules: prices for Annex I products must not exceed the listed maximum prices inclusive of VAT, and a price must be provided for every Annex II product offered to health-unit staff. A missing Annex II price or an Annex I price above its maximum will result in rejection. The tender documents describe a multi-factor award assessment, including product prices, prices offered to staff, and any proposed healthy-eating and environmental measures. The bidder does not need a professional or activity licence; the notice and supplied documents specify no minimum turnover, previous-experience or staffing thresholds.
