Procurement of Artificial Intelligence Hardware Infrastructure

Summary

The tender is for four artificial-intelligence workstations providing on-premises computing capacity to develop, test and validate AI agents supporting cyber-defence operations. The equipment must be delivered to the Portuguese Armed Forces General Staff in Lisbon within 12 weeks of contract award. The maximum budget is EUR 27,508.94 excluding VAT. Price is the sole award criterion; if prices are equal, the shorter delivery time takes precedence. The workstations must be new and meet the technical minimums in the tender documents, including at least 32 CPU cores, 80 GPU cores, 32 neural-engine cores, 96 GB of unified memory, memory bandwidth of at least 800 GB/s and an internal SSD of at least 2 TB. They must support local large-language-model inference and fine-tuning, include at least six ports with speeds of at least 80 Gbps, support 10 GbE networking and clustering, and comply with CE-marking and RoHS requirements. The warranty must last at least 36 months. The bid must include a completed technical compliance matrix, full technical specifications, the manufacturer and product reference, and manufacturer data sheets or official links that substantiate the specifications. It must also include the required declaration accepting the tender conditions, a unit-price list and the completed requirements matrix. The bid must be submitted electronically and properly signed by an authorised representative. It must remain valid for at least 88 days; variant bids are not allowed. The successful bidder must submit the required evidence relating to exclusion grounds and other eligibility documents.
