Support services for Oeiras holiday and youth programmes, 2027–2029

Summary

The Municipality of Oeiras is procuring support services for planning, coordinating and organising three programmes in 2027–2029: two holiday programmes for children and young people, “Move During the Holidays” and “Carnaxide Fun”, and the youth environmental project “Youth in Motion”. The work includes running the holiday programmes during the Easter, summer and Christmas school breaks, recruiting and managing their monitors and coordinators, recruiting and managing monitors for the annual and summer environmental campaigns, and organising an annual team-building activity for staff across all three programmes. The contract is expected to run for 1,093 days, with a maximum budget of EUR 527,085 excluding VAT. The bid must include the required declarations, prices, summer 2027 activity plans and a detailed CV for the General Coordinator who will serve all programmes. The coordinator must have at least one holiday-camp experience in management, planning and delivery, and at least one experience as a camp group coordinator or monitor. Bids are evaluated on the pedagogical and recreational quality of the activity plans (30%), the General Coordinator’s qualifications and experience (65%), and price (5%). Bids must be submitted electronically by 26 October 2026 at 17:00 and remain valid for 66 days. A 5% guarantee is required, and alternative bids are not permitted.
