Guarding and security services

Summary

The tender covers combined manned guarding and security services together with permanent connection to an alarm receiving and monitoring centre for the public service offices and central facilities of ARTE in Portugal. The contract is planned from 1 January 2027 to 31 December 2030, with a base value of EUR 3,394,640.14 excluding VAT, and has no lots or renewal options. Price is the only award criterion; the weighted price uses normal daytime guarding at 75%, monthly alarm-centre connection at 20%, and the average price of extra services at 5%. The bidder must submit the required qualification and pricing documents, hold the relevant security-services licence, provide properly trained and authorised security personnel, and meet strict alarm response, reporting and service-level requirements. A 4% performance security and electronic invoicing are required.
