Individual and paid passenger transport services in unmarked vehicles through an electronic platform (TVDE)

Summary

The tender concerns a 24-month contract for individual and paid passenger transport booked through an electronic platform, mainly in the Lisbon district but potentially elsewhere in Portugal. The maximum contract value is EUR 240,000 excluding VAT, with no lots or renewals. The service must cover SCML users, children and young people accompanied by SCML staff, and staff or users travelling for social, operational or administrative purposes. The supplier must provide immediate and scheduled rides, a compliant TVDE platform, suitable vehicles and certified drivers. Service must be available 24 hours a day, 365 days a year, with an average arrival time below 15 minutes in Lisbon and platform availability of at least 95% per month. A dedicated account manager and 24/7 support are required. Vehicles with low emissions are preferred, and the supplier must demonstrate annual growth in the share of low-emission vehicles. The tender must be submitted electronically by 21 September 2026 at 17:00. Offers must remain valid for 120 days, electronic invoicing is required, variants are not allowed and no bid or performance security is required. Price is the only award criterion; in the event of a tie, the higher commercial discount is decisive, followed by a draw if necessary.
