Modernisation of the football pitch and grounds on Pawia Street in Szczecin

Summary

This design-and-build contract covers the modernisation of the full-size football pitch and surrounding grounds at the sports facility on Pawia Street in Szczecin. The contractor must carry out surveys, prepare complete multidisciplinary design documentation, obtain the building permit and other required approvals, execute the construction works, and provide author supervision. The works include a synthetic turf surface, pitch irrigation and cooling, and new pitch lighting; a new car park with lighting and drainage; two modular stands with at least 300 seats in total; shelters for substitutes, referees and medical staff; a public-address system and scoreboard; and upgrades to other sports-facility elements. The work also includes landscaping maintenance, outdoor bins, four advertising banners and ten promotional flags. The facility will remain operational during construction, and the work site must be securely fenced off from unauthorised access. The contract must be completed within 8 months of signature, with the first stage, including obtaining the building permit, completed within 4 months. A bid must cover the entire procurement. Attendance at the mandatory site visit on 7 October 2026 at 08:00 at Pawia 1, Szczecin, is required. The bid submission deadline is 19 October 2026 at 09:00. A PLN 80,000 tender guarantee is required. The award criteria are price (60%) and the proposed contractual late-completion penalty rate (40%): bidders may offer 0.02%, 0.03% or 0.04% of the gross contract price per day of delay. The warranty and defect-liability period for the works and documentation is 72 months. Bidders must meet the financial and experience requirements, provide the specified team, and submit product samples and lighting evidence. The lump-sum price must include, among other things, design, permits, construction, testing, waste handling and obtaining the occupancy permit; the first-stage price must not exceed 1% of the total price.
