Purchase of a tractor with attachments

Summary

The Municipality of Rypin is procuring, as one complete package, a new tractor with a hydraulic boom and work heads, a snowplough, and a 5,000-litre potable-water transport tank. All components must be compatible and delivered as a complete, installed, tested and operational set. The supplier is responsible for transport, unloading, commissioning and user instruction. Delivery is due by 15 December 2026. The tractor must be at least a 2025 model year, new, and manufactured in an EU Member State. Requirements include, among other things, at least 120 hp, an engine capacity of at least 4,200 cm³, a four- or six-cylinder turbocharged engine, four-wheel drive, and compliant transmission, hydraulics, coupling systems, cab and equipment. The boom must have a reach of at least 5.5 m and be compatible with the specified work heads. The snowplough must have a working width of 2,490–2,700 mm. The tank must be made of material approved for contact with drinking water and have a capacity of 5,000 litres. The bid must include the completed technical specification form demonstrating compliance of the proposed tractor and attachments. The bidder must demonstrate the required previous delivery experience. Price accounts for 60% of the evaluation and the tractor warranty for 40%. The tractor warranty must be 36–72 months and ends no later than when the tractor reaches 6,000 operating hours; a 72-month offer receives the maximum warranty score. Attachments must have at least a 36-month warranty. Tractor servicing must be included in the price for 36 months, and the service facility must be within 50 km of the contracting authority.
