Supply of a New 9-Seat Vehicle Adapted for Wheelchair Users for Door-to-Door Transport

Summary

The procurement covers the supply of one new 9-seat (8+1) minibus for Wadowice County’s door-to-door transport services. It must be adapted for passengers with disabilities, including at least one wheelchair user, and manufactured in 2025 or later. The vehicle must meet at least Euro 6 emissions standards, have a diesel engine with a capacity of at least 1,900 cm³ and power of at least 100 kW/150 hp, and a gross vehicle weight of no more than 3.5 tonnes. Minimum specifications also include a passenger-compartment height of 1,300 mm, a wheelbase of 3,400 mm and an overall length of 5,100 mm. The vehicle must have a wheelchair restraint system, seat belts compliant with ISO 10542-2, a folding or mechanical rear-access ramp, boarding and exit handles, and contrasting step markings. Removable seats, safety and driver-assistance systems, front and rear air conditioning, auxiliary passenger-compartment heating, a reversing camera, parking sensors, summer and winter wheel sets, and the other equipment listed in the tender documents are also required. The bidder must identify the offered vehicle’s make, model and type and complete the technical specification, confirming compliance with every minimum requirement. The bidder must deliver the vehicle to the Wadowice County Office within 65 days of contract signature, with all documents needed for registration and use and the required conformity evidence, as well as a full fuel tank and operating fluids. Handover documents must include, among other items, the type-approval certificate, user and warranty documents in Polish, and a list of authorised service centres located within 100 km. The bidder must train the contracting authority’s staff in vehicle operation, maintenance and safety. Offers are evaluated on price (60%), warranty for mechanical, electrical, electronic and hydraulic components (30%), paintwork warranty (5%), and body perforation warranty (5%). The minimum warranty periods are 24 months, 24 months and 60 months respectively; the component warranty must have no mileage limit. Participation requires an offer and the required declarations; no financial or previous-experience qualification thresholds are set.
