Purchase of an off-road vehicle for civil protection and civil defence duties

Summary

The tender is for the supply of one new 4x4 off-road vehicle to the City and Municipality of Olsztyn for civil protection and civil defence duties. The vehicle must be manufactured in 2026 or later, seat six people, have a petrol engine with a capacity of 850–1,000 cm³ and output of at least 70 HP, and have T1b road approval. Requirements include an enclosed cab, 2x4/4x4 drive, payload of at least 700 kg, front and rear cargo racks, a lift-up cargo bed, an electric winch, snowplough, cabin heating, work lights and an orange warning beacon, and a reversing camera. The supplier must provide Polish-language operating and maintenance manuals, the factory tool kit, and the documents needed to register and insure the vehicle. A bidder must have duly completed at least one delivery, during the last three years, of a new 4x4 off-road vehicle with an engine capacity of at least 850 cm³. This requirement may also be met by an entity providing the relevant resources and carrying out the delivery, or by at least one member of a group of joint bidders. The offer must include the completed vehicle compliance evidence form and declarations concerning participation conditions and exclusion grounds. The minimum warranty is 24 months; a warranty and defects-liability period of up to 60 months can earn additional points. Offers are assessed on price (60%) and the warranty and defects-liability period (40%). Delivery is due by 20 November 2026.
