Reconstruction, extension and upward extension of a public-use building

Summary

The procurement covers the reconstruction, extension and upward extension of a public-use building at 47A Podtatrzańska Street in Nowy Targ, adapting it for comprehensive services for people with intellectual disabilities. The contractor will carry out construction and installation works and supply and install equipment. The project has two stages: the extension, including accessibility features, surrounding grounds and an accessible garden; and thermal modernisation, reconstruction and accessibility works in the existing building. The garden will include, among other features, sensory and shared-use areas, an accessible playground, plants and outdoor structures. The building must comply with current accessibility requirements. The contractor must prepare as-built documentation, obtain the necessary approvals from authorities and secure the occupancy permit for the whole facility. The extension and its complete fit-out, together with a partial occupancy permit, must be completed by 1 September 2027 at the latest. The overall contract period is up to 22 months from contract signature, but no later than 30 November 2028. Work in the existing building can take place only from 1 June to 1 September 2027, as educational and therapeutic activities will continue there during the rest of the period. The contractor must meet environmental and waste-management requirements, protect trees on and near the works site, and coordinate with the planned replacement of sewer pipes in the area. Bidders must demonstrate financial capacity of at least PLN 3,000,000, the specified construction experience and suitably qualified management and dendrological-supervision personnel. A PLN 130,000 tender guarantee is required. The offered warranty must be at least 60 months; price accounts for 80% of the evaluation and warranty duration for 20%. Before signing the contract, the successful bidder must provide liability insurance of at least PLN 5,000,000 and performance security equal to 5% of the total bid price.
