Construction of a cybersecurity system for the Gromnik Municipal Utility

Summary

The procurement is for the design and implementation of an integrated cybersecurity system for the IT and OT environments of the municipal utility in Gromnik. The work includes preliminary and final audits of management systems against ISO/IEC 27001, ISO 22301, IEC 62443 and NIS2, implementation of information-security and business-continuity management systems, and penetration and security testing of the IT/OT environment. The contractor must supply, install, integrate and configure servers, backup equipment, IT and OT firewalls, enterprise and OT network switches, a server rack, and equipment that monitors and protects the OT network. The supply also includes ransomware-protected backup software, a SIEM platform, NAC software with a Honeypot function, EDR/XDR solutions for IT and OT devices, and the necessary licences. The contractor must also provide cyber-threat awareness training for seven staff members, technical training for one administrator, technical support, deployment assistance and warranty service. Audits, implementation, training and deliveries must be completed within 45 days of contract signature; time-limited licences and post-deployment support remain in effect until 31 December 2026. The minimum warranty is 36 months from acceptance. Tenders are evaluated on price (60%), warranty and support duration (20%), and response time for critical failures (20%); the required basic response time is no more than 4 hours. The bid guarantee is PLN 12,000. No separate minimum turnover, prior-experience or team-composition qualification thresholds are set, but the offer must include technical evidence for the proposed hardware and a completed schedule of equipment, software and licences. The offer must be submitted in Polish electronically by 8 October 2026 at 09:00.
