The procurement covers temporary shelter services for beneficiaries of the Social Welfare Centre in Chorzów in 2027, divided into five lots: operating a shelter for homeless men; shelter for women and men; shelter with care services; a night shelter; and a warming centre. Lot I also includes hot meals; meals are included for Lots II and III to the extent specified in the tender documents. The service involves accommodating or providing temporary refuge to people, supplying the required staff, keeping daily attendance records, and complying with applicable social-assistance legislation and service standards. For Lot I, the contracting authority will make its building at Katowicka 190 available. For Lots II–V, the service premises must be a separate building or a separately accessed part of a building, located no more than 35 km from the authority’s office by the shortest public-road route. The service must take account of the needs of people with disabilities. Lots I–IV run for 12 months starting two weeks after contract conclusion, but not before 1 January 2027. Lot V runs for up to 7 months in total, during January–April and October–December 2027. Subject to the tender terms, the authority may extend the service by up to two months and increase its scope; payment is for services actually delivered, and the basic volume may be reduced to no less than 70%. Price accounts for 60% of the evaluation score. For Lot I, the remaining 40% rewards engaging at least one person with a disability and at least one unemployed person or jobseeker. For Lots II–V, the remaining score depends on the premises’ distance from public transport and from Rynek 1 in Chorzów. Bidders must prove the experience required for the relevant lot and comply with the employment-contract requirements for specified staff.
