Replacement of operational VHF communications equipment for Ławica VTS

Summary

The tender covers the complete modernisation of the Ławica VTS operational VHF communications system. The contractor must supply, install, configure, commission, integrate and test a system linking the central control and operator facilities at the Ustka port captain’s office with remote stations at Czołpino Lighthouse, Ustka Radar Station and Gąski Lighthouse. The solution includes seven radio-and-controller sets, four operator consoles, redundant central control, central and local communications recording, two sector antennas, and automatic selection of the best radio reception path. The contractor is responsible for end-to-end system performance, compatibility with the existing system, maintaining VTS communications during the works, documentation, testing, training and technical data needed for radio-permit procedures before the Polish Office of Electronic Communications. The contract deadline is 15 December 2026. The bidder must demonstrate at least one qualifying supply, installation, configuration and commissioning of a radio communications system within the preceding three years. The stated value in the selection condition is inconsistent: it gives PLN 300,000 gross in figures and PLN 500,000 in words. The bid must include the required origin and ICT security declarations and offer a warranty of at least 24 months. Price accounts for 60% of the evaluation and warranty for 40%; the permitted warranty periods are 24, 36 or 48 months. Bids may not be submitted for separate lots.
