Implementation of nationwide questionnaire surveys within the project “Shorter working time – from diagnosis to implementation” (RETime)

Summary

The procurement covers two separate lots: a nationwide questionnaire survey among employees (Lot I, n=1,100) and a nationwide questionnaire survey among employers (Lot II, n=1,100). The surveys concern expectations and concerns related to implementing shorter working time. The contractor must design the sample, convert the contracting authority's questionnaire into an electronic script, conduct a pilot survey, carry out the main survey, and deliver a cleaned IBM SPSS database, tables and reports. Lot I uses mainly CAPI with supplementary CAWI, while Lot II uses CATI and CAWI and may also use CAPI. Each lot requires at least 1,100 main interviews; the pilot must include at least 30 interviews for Lot I and at least 20 interviews for Lot II. The work must be completed within 60 calendar days of signing the contract and no later than 7 January 2027. The tender deadline is 18 September 2026 at 15:30. The bidder must demonstrate the required previous experience, team composition and, for Lot II, ownership or availability of a telephone interviewing studio with at least 10 workstations.
