Improving the quality of tourism resources in the Pilica River Valley through recreational and leisure infrastructure development in Tomaszów Mazowiecki – Stage II

Summary

The tender is a design-and-build contract for the second stage of the redevelopment of the riverside recreational and tourism site “Przystań nad rzeką Pilicą” in Tomaszów Mazowiecki. The contractor will design and deliver the works within up to 22 months, including a suspended pedestrian and cycle bridge approximately 3.5 m wide and 50 m long, connections to the opposite riverbank, refurbishment and demolition of existing buildings, new year-round holiday and sanitary buildings, camping facilities, utilities, lighting, CCTV, a photovoltaic farm, paths, landscaping and small architecture. The contractor must obtain or update the required permits and decisions, prepare surveys, geotechnical and dendrological documentation, a 1:500 design map, water-law documentation and multidisciplinary building designs, then complete and commission the works, provide operating instructions and training, maintain author supervision and obtain an occupancy permit where required. The CCTV system must be fully compatible with the city’s existing monitoring system. The offer deadline is 1 October 2026 at 9:30. The evaluation gives 60 points for price and 40 points for the warranty period: 3 years, 4 years or 5 years. A PLN 140,000 tender guarantee is required, and the successful contractor must provide performance security equal to 5% of the gross contract price. The works must meet universal-design and accessibility requirements. At least 70% by weight of non-hazardous construction and demolition waste must be prepared for reuse, recycling or other recovery, with supporting records and waste-transfer documents.
