Technical expert assessments and design and cost-estimate documentation for adapting buildings as protective structures

Summary

The tender concerns comprehensive technical expert assessments of five buildings in Zielona Góra to determine whether they can continue to serve as protective structures or be adapted for that purpose. The service includes site inspections, review of available technical documentation, inventory and assessment of structures, foundations, walls, slabs, tightness, resistance, exits, protective doors, electrical, sanitary, ventilation and drainage systems, fire safety, photographic documentation, identification of defects, recommended remedial or modernization works, cost estimates and final conclusions. Separate documentation must be prepared for each building and delivered in three paper copies, PDF, editable DOCX and JPG photographic documentation. The service must be completed within 60 days of contract signature and no later than 15 December 2026. The contractor must provide a five-year warranty and statutory liability period from acceptance, conduct a site visit, comply with accessibility and universal-design requirements, and ensure that personnel communicating with the contracting authority speak Polish communicatively or that a translator is provided at the contractor’s expense. The price is the sole award criterion and carries 100%. Offers must be submitted electronically in Polish by 10 September 2026 at 09:00 and remain binding until 9 October 2026.
