International Shipping and Customs Clearance Services
Summary
The tender seeks a framework agreement partner to arrange international transport, express delivery and customs clearance for Norway’s Ministry of Foreign Affairs and its foreign missions. Shipments will travel between the ministry’s headquarters and the missions. The ministry’s shipments are generally collected once a day at a fixed time, with more frequent collections by agreement. Shipments from missions to the ministry are ordered as needed by the relevant mission. The framework agreement mainly covers shipments weighing up to 300 kg, including letters, parcels and goods purchased in Norway for foreign missions, such as IT equipment, furniture, lighting and office supplies. Goods are generally collected from the ministry, though occasionally they must be collected from the relevant equipment supplier. The contractor must arrange the necessary import and export declarations, handle related documentation, notify the authorities in the destination country in advance, and advance customs duties and other taxes where applicable. Shipments travel as diplomatic pouch mail, so the contractor must be able to use simplified customs procedures for diplomatic mail and goods and apply relevant customs and tax exemptions. Shipments between two foreign missions are excluded. The framework agreement will run for two years, with options to extend it by one year at a time for up to two additional years. The estimated annual total value of the services is NOK 5 million, and the maximum value over the full contract period is NOK 32 million. The deadline for tenders is 6 November 2026 at 11:00.
