Civic integration: Warm Welcome, social guidance and participation declaration programme

Summary

The Municipality of Tilburg is procuring integration support services in two lots: Lot 1A for young adults aged 18–26 and Lot 1B for adults aged 27 and over. Services include initial reception and guidance after housing, social support to build self-reliance, and participation declaration programmes; Lot 1B also includes learnability assessments. Estimated annual volumes are 53 regular guidance and reception trajectories, 66 limited guidance trajectories and 75 declaration programmes in Lot 1A; and 123 guidance and reception trajectories, 236 learnability assessments and 236 declaration programmes in Lot 1B. Estimated annual values are €303,384.43 and €471,799.81 respectively, excluding VAT. Contracts start on 1 January 2028 for four years, with two optional one-year extensions; Lot 1B may also include community-building support at up to four mixed-housing locations.
