Handling complex legal objections for the Energy Emergency Fund 2027

Summary

Stichting Tijdelijk Noodfonds Energie seeks one provider to manage the full handling process for complex, legally substantive objections to decisions under its energy support scheme. The work includes reviewing case files, checking admissibility and deadlines, contacting and hearing parties, preparing reasoned draft decisions and complete decision-ready files, quality review, and administrative processing after the competent authority makes the formal decision. The estimated workload is 5,000–10,000 complex cases, with a guaranteed minimum of 2,500; if the initial scope of 10,000 cases is reached, the authority may order up to 10,000 additional cases. The contract runs from 1 February to 30 September 2027, with a maximum value of €1 million excluding VAT for the initial scope and up to €2 million excluding VAT in total if the additional work is activated.
