Supply of IT end-user devices

Summary

Commissariaat voor de Media is seeking one supplier under a framework agreement for the on-demand supply of IT end-user devices. Products include laptops and bags, mobile phones and protective accessories and chargers, tablets, styluses and keyboard covers, earphones, monitors, keyboards and mice. The contract is not divided into lots, and bids must cover the entire requirement. The framework agreement is planned to start on 1 February 2027, initially for two years, with one possible two-year extension. The estimated value over the full four-year period is €333,000 and the maximum contract value is €499,500, both excluding VAT; there is no guaranteed order volume. Bids are evaluated on the basis of the lowest price. Among other requirements, bidders must demonstrate at least one successful reference contract, completed within the preceding three years or still ongoing, for on-demand supply of laptops and mobile phones. Its annual value must have been at least €45,000 excluding VAT in one or more of 2023, 2024 or 2025. There is no separate financial-capacity requirement. The bidder must be registered in the business register and submit the signed acceptance statement, European Single Procurement Document, reference declaration, completed price sheet and a business-register extract no more than six months old. Bids must be submitted through TenderNed by 30 November 2026 at 12:00 CET. The supplier must provide a web-based ordering portal and deliver standard orders within seven calendar days and urgent orders within three working days. Delivery is DDP on weekdays between 09:00 and 17:00; products must be new and unused. At least the standard manufacturer warranty is required, as well as at least one year of next-business-day on-site repair service for workstations, laptops, tablets and monitors. The price sheet must state each item’s cost and selling price and include a markup of at least 1.00%; prices must cover all delivery-related costs. Equivalent alternatives are not permitted for the specified HP and Apple products. For other products with a stated brand or model, a reasoned equivalence proposal may be raised during the tender’s question period.
