Comprehensive renewal of the Weert office

Summary

The tender concerns the comprehensive renewal of Enexis’s office complex at Schatbeurderlaan 2 in Weert. The work covers the 5,910 m² complex, comprising three building sections, and involves developing the design in a construction team and then carrying out the works if agreement is reached on the solution, price, schedule and allocation of risks. The scope includes building, electrical and mechanical works; a new operations centre and associated data centre; renewed fit-out and fixed furnishings; technical refurbishment and energy-efficiency improvements; and site works and physical security measures. The target is at least energy label A and a data centre meeting TIER III / NEN 50600 requirements. The works must be phased so that the building and essential business processes can continue operating; access to the secure area is permitted only with escort and supervision. The procurement is one integrated lot with an estimated duration of 12 months. Loose furniture, security components supplied by Enexis’s appointed supplier, active data-centre equipment, audiovisual equipment, and the restaurant and meeting facilities are outside the stated scope. The buyer may add maintenance and upkeep of the operations-centre installations. This is a restricted procedure with dialogue. Requests to participate must be submitted electronically in Dutch by 11 November 2026 at 10:00. Enexis intends to invite the three highest-ranked compliant candidates to the dialogue and tender stage. Candidates are assessed on relevant experience: renovation in an occupied building (400 points), work in a mission-critical and highly secure environment (400 points), and construction-team cooperation and transparent management (200 points). Each response is limited to two A4 pages. At the later tender stage, the intended basis is the best price-quality ratio; expected award criteria include price, safety, quality and continuity assurance, and process and risk management. Applicants must submit a signed European Single Procurement Document, a commercial-register extract no more than six months old, reference declarations and, where applicable, a consortium declaration. They must demonstrate the required financial capacity, insurance, quality, environmental and safety management arrangements, and references for five specified competencies. The detailed thresholds are set out in the suitability criteria. No tender guarantee is required, but a 5% performance security is required for the works phase.
