Security Services at Accommodation Centres

Summary

The Municipality of Tytsjerksteradiel is seeking security services for two accommodation centres for displaced people from Ukraine under a framework agreement with one contractor. At Berchhiem, one security guard is required from 07:00 to 15:00 and two from 15:00 to 07:00; at De Klinze, one guard is required from 22:00 to 06:00. Guards will monitor order, safety and compliance with site rules, respond to incidents, conduct at least three patrols per shift and perform caretaker duties, including visitor registration, handling parcels and keys, and opening access for an ambulance when needed. The service also includes daily and incident reporting in Dutch, fire-safety monitoring and emergency response. The contractor must ensure continuity of service and provide replacements when staff are unavailable. The framework agreement has an initial term of two years from 22 June 2027, with two possible extensions of up to 12 months each, for a maximum total term of four years. Its estimated value is EUR 3,000,000 and its ceiling is EUR 6,000,000, both excluding VAT; no minimum order volume is guaranteed. The number of accommodation centres and the service volume may change if needs change. This is a two-stage restricted procedure: participation requests are assessed against suitability requirements and selection-point criteria, and only invited candidates may submit a tender. The participation-request deadline is 12 November 2026 at 10:00. Selection-stage points reward relevant experience and certificates; in the later tender evaluation, price accounts for 30% and quality for 70% (interviews 40%, service delivery 30%).
