Receipt, removal and processing of waste paper and cardboard
Summary
The tender covers the receipt, removal and processing of waste paper and cardboard from households and commercial organisations in the Municipality of Groningen. The estimated volume is approximately 8,300 tonnes per year: 6,600 tonnes from household collections and neighbourhoods, 1,200 tonnes from commercial organisations and 500 tonnes from recycling centres. The municipality delivers the material to the receiving site using its own transport; the contractor must receive, weigh and record it, then arrange onward transport and recycling. The processing site must be within 400 km by road of Grote Markt 1 in Groningen, and the receiving site must be no more than a 30-minute one-way drive away. The estimated contract value is EUR 2.8 million excluding VAT. The contract will be awarded to one contractor for two years starting on 1 March 2027, with up to two extensions of 12 months each. Tenders will be assessed on the basis of price and quality, taking into account price, the CO₂ ambition level and the distance to the processing site. Bidders must submit a price offer and select a CO₂ ambition level and a method for demonstrating it. The contract includes a EUR 20,000 Social Return commitment. Tenderers must submit a duly signed European Single Procurement Document, a business-register extract, completed tender and reference forms, and a CO₂ ambition-level justification of no more than one A4 page. The deadline for tenders is 19 November 2026 at 10:00.
