Framework agreement for a 3B system integrator for the Movable Bridges Programme
Summary
The City of Utrecht is seeking one supplier for a framework agreement of up to 10 years covering 3B system integration services and supplies for its movable bridges. 3B refers to the bridges’ operation, control and monitoring systems. The estimated total value is €9.4 million, with a maximum value of €12.7 million; these figures do not guarantee any orders. The initial term is 4 years, with one possible 6-year extension. The first call-off covers development of the 3B Technical Standard and the integrated design, supply, installation, testing and commissioning of systems for the Vaartsche Rijn control centre and six remotely operated bridges. The work also includes software and hardware integration, safety and technical documentation, training, and removal of existing equipment. Later call-offs may cover design and software work for eight locally operated bridges, as well as maintenance and updates to the standard and software and fault support; these future orders are not guaranteed. The bid must include technical references and the required management-system certificates or evidence of equivalent measures, a signed European Single Procurement Document, the required pricing form, a detailed cost breakdown and three quality plans. The contract will be awarded on the basis of the best price-quality ratio: the quality plans together account for 70% (35%, 20% and 15%) and price for 30%. Bids must be submitted electronically through TenderNed by 21 December 2026.
