Summary
The Municipality of Lelystad is procuring a comprehensive service in two lots for the supply, installation, maintenance and servicing of sanitary and hygiene equipment and its refills and consumables. The work also includes repairing or replacing faulty equipment, adding or removing equipment, managing and replenishing stocks, regularly emptying and cleaning women’s hygiene bins, replacing air-freshener units and batteries and entrance mats, and repairing holes left when equipment is removed. Lot 1 covers the municipal town hall and the Wigstraat site, with an annual budget of EUR 34,000. Lot 2 covers other municipal property, including school buildings, a fire station and other public buildings, with an annual budget of EUR 84,000. Bidders may bid for one or both lots; a separate contract will be awarded to one contractor for each lot. The initial contract term is four years from 1 April 2027. The municipality may extend it up to twice for two years each, for a maximum total term of eight years, ending no later than 31 March 2035. The sites and service volumes may change during the contract. Bidders must submit their proposed sanitary equipment and explain their implementation plan, how they will ensure service continuity and quality, how the service will be organised and communicated, and how they will deliver socially responsible procurement. Quality is worth up to 70 points and price up to 30 points. The mandatory Social Return on Investment (SROI) commitment is 5% of the total contract value. The bid must include the required qualification evidence and a price schedule for each lot bid for, and must be submitted electronically by 11:00 on 24 November 2026.
