Building Security, Physical Security and Alarm Receiving Centre Hosting

Summary

The municipality of Assen is procuring security services for its buildings, physical security at City Hall, and hosting and continuous operation of the alarm receiving centre. The services include opening and closing rounds, fire-safety checks, alarm response, patrol and surveillance services, and security staffing for events and other temporary needs. Responders must reach an alarm location within 20 minutes; performance targets also apply to completing opening and closing rounds within the specified time windows. A physical security officer must be present during City Hall opening hours and council meetings. The alarm receiving centre must be continuously available and monitor burglary alarms, fire alarms and technical faults. The contract term is 120 months and its estimated value is EUR 3,000,000 excluding VAT. Award scoring gives 55 points to price and 45 points to quality: proactivity and cooperation (10), delivery and quality assurance (20), and vision, hospitality and conduct (15). The submission must include the completed pricing schedule and the required signed reference forms. Security staff must hold at least an MBO level 2 security qualification or equivalent, emergency response and first-aid certificates, and the required background screening and Dutch security officer grey pass; they must speak and write Dutch at B1 level or higher. Bids must be submitted electronically in Dutch by 19 November 2026 at 13:00.
