Framework agreement for painting works

Summary

The tender covers painting and paint-surface maintenance at municipal properties in ’s-Hertogenbosch, divided into three lots: monuments, education and sports, and other properties. The work includes inspecting and measuring buildings and surfaces, preventive and corrective maintenance, interior and exterior painting, and, where needed, repairs to timber, glazing and concrete and cleaning. Painting of entire new-build projects, sports floors and markings, parking markings, and large steel structures is excluded. One framework agreement will be awarded per lot. A bidder may tender for several lots but can be awarded no more than one. Bidders tendering for multiple lots must provide an order of preference. The agreements run from 1 January 2027 to 31 December 2028 and may be extended by the municipality for two additional periods of one year each. The maximum total value is €4,500,000: €1,750,000 for Lot 1, €1,250,000 for Lot 2 and €1,500,000 for Lot 3. The contracting authority is not obliged to place orders under the framework agreements. For each work site, the contractor must inspect the property, measure the work quantities, and provide an inspection report, work approach, list of deviations from the agreement and schedule. Price is worth 70 points and the work approach 30 points. The approach must explain how the bidder will handle unplanned urgent works, provide flexible staffing and capacity, respond to emergencies, report progress and minimise disruption. The contractor must allocate at least 2% of the contract value excluding VAT to social-return obligations. The bidder must be registered in a professional or commercial register, hold the required liability insurance and have ISO 9001 and VCA* certificates or equivalent systems. Net annual turnover must have been at least €350,000 in each of 2023, 2024 and 2025. Relevant experience references are also required for each lot: maintenance of at least 10 monuments for Lot 1; at least 10 education buildings and 10 sports buildings for Lot 2; or at least 20 properties for Lot 3. The tender must include a completed and signed procurement self-declaration, price schedule and reference form for each lot bid for. It must be submitted electronically in Dutch through TenderNed by 19 November 2026 at 15:00.
