Pupil and Youth Act Transport Services in Deventer

Summary

The Municipality of Deventer is procuring adapted transport for pupils and young people, starting on 1 August 2027. The service currently covers approximately 345 pupils entitled to adapted transport and 66 young people transported under the Youth Act; numbers and travel needs may change during the contract. The contractor will organise transport and route planning, record journeys, communicate with parents and schools, and handle reports and complaints. Suitable taxis, minibuses and wheelchair-accessible vehicles must be provided, with safe, reliable and accessible service. At least 70% of the fleet must be zero-emission in 2027, 80% in 2028 and 90% in 2029, with the aim of fully emission-free transport by 2030. The contract will be awarded on the basis of the best price-quality ratio: implementation and delivery 25%, innovation, sustainability and manageability 15%, and price 60%. Tenderers must submit the required qualification and bid documents and accept the tender-document requirements. The initial contract starts on 1 August 2027 and runs for four years; it may be extended up to three times by two years. Under the social-return condition, 5% of the invoiced contract value must be allocated to social-return activities.
