Construction and project management for the Hoogeveen swimming pool

Summary

This tender concerns construction and project management services for a new swimming pool in Hoogeveen. One contractor will manage the project from the construction procurement’s tendering phase through construction, handover and aftercare. The work includes running the construction procurement and possible other procurements; reviewing construction plans and documents; managing the schedule, investment and operating cost estimates, and project risks; supervising and administering the construction contract; and monitoring defects and warranties. Construction of the outdoor grounds and public space is not included, but advice is required on their preparation and on the organisational arrangements for the swimming pool. The planned service period is March 2027 to December 2029, and the estimated contract value is EUR 550,000. Bids must be submitted electronically in Dutch by 19 November 2026 at 16:00. Required documents include a signed European Single Procurement Document, a register extract, a price schedule and detailed cost estimate, responses to the quality criteria, reference forms, and a signed declaration of no Russian involvement. Evaluation weights are 50% for the team’s knowledge and experience, 30% for the delivery and risk-management plan, and 20% for price. A presentation of up to 45 minutes is also required to explain the written bid, but it is not scored separately. The contractor must allocate at least 5% of the invoiced contract amount to social-return activities that improve employment opportunities for people facing barriers to work.
