Summary

The procurement is for a nationwide framework agreement with one specialist provider to deliver home and personal security for justice-sector employees, and where appropriate their family members, when they face elevated security risks. Services are called off as needed, with no minimum purchase obligation. The provider must assess risks at homes and in individual situations, recommend suitable measures, and supply, install, maintain, test and monitor them. The scope also includes alarm monitoring and response, guidance and coordination, vehicle security, qualified security drivers, personal protection and preventive surveillance, training, travel security, consultancy and other specialist services. The framework agreement is planned to start on 1 January 2027. Its fixed term is two years and its maximum term is five years, ending by 31 December 2031; after the first two years, the customer may terminate it on at least six months’ notice. The estimated total value over five years is EUR 4,000,000 excluding VAT, and the framework ceiling is EUR 6,000,000 excluding VAT. The contract will be awarded on the basis of the best price-quality ratio: quality submissions can earn up to 700 points and price up to 300 points. At least 560 quality points are required. The evaluated fictitious price must be between EUR 310,000 and EUR 450,000, and the surcharge on third-party invoices must be between 0% and 8%; a bid outside either range is invalid. The bidder must provide the required references and demonstrate relevant business-register status, security permits, financial continuity, appropriate liability insurance, qualified staff and compliance with information-security management requirements. All technical specification requirements are mandatory. Bids must be submitted through TenderNed by 10:00 on 19 November 2026. Required submissions include a signed European Single Procurement Document, the quality response in PDF and Word formats, the price form in Excel and the reference declaration in PDF. The quality response is limited to 8,000 words, and the start-up schedule may be no more than one A3 page. The successful bidder must pass the national security assessment and obtain ABRO clearance; work requiring access to protected information or assets may start only after clearance and written authorisation from the customer.
