Open House reintegration services – Activation lot

Summary

The tender concerns the provision of activation and reintegration services through the Municipality of Groningen’s Open House procedure. Bidders may apply for one or both products: the standard activation service or the activation service for non-native speakers with Dutch language proficiency starting at level A1. The service must provide a safe and accessible environment where residents undertake unpaid socially useful additional activities, develop skills and work capacity, and, where possible, progress towards employment, education or sustainable social participation. The trajectory normally lasts up to 1 year and may be extended by up to 6 months. Participation starts at a minimum of 4 hours per week and may increase to 16 hours. The provider must ensure individual guidance, prepare reports, comply with data protection and other legal requirements, and have the required insurance, registration and reference experience. The monthly rate is EUR 300 for the standard product and EUR 350 for the product for non-native speakers starting from A1, both exclusive of VAT. The estimated total value for the full contract period, possible extensions and options is EUR 4,142,970 excluding VAT: the estimated value of each product is EUR 2,071,485. The contract starts on 1 January 2027, has an initial term of 3 years and may be extended three times by 2 years. The application deadline is 29 October 2026 at 11:00. Under the Open House procedure, an agreement will be concluded with every provider that meets the stated conditions; the contracting authority does not guarantee any volume of work or referrals of residents.
