Improving the sustainability of climate installations at Zeeuws Archief in Middelburg
Summary
The tender concerns the design, supply, installation and commissioning of an indoor hybrid heating and cooling system for Zeeuws Archief in Middelburg. The new propane (R290) heat-pump configuration will replace the existing chiller and supplement the existing boilers, with hydraulic, electrical and control integration into the existing distribution networks, Priva Blue ID building-management system and Dyseco room-control system. The installation must cover at least 75% of annual heating demand and 100% of daily cooling demand, support simultaneous heating and cooling, meet relevant propane and ATEX safety requirements, and include control-software development, handover, commissioning and performance verification. Works are planned for Q4 2027 and Q1 2028, with final commissioning and handover targeted for 3 April 2028 and an ultimate delivery deadline of 16 July 2028 due to the subsidy requirements. This is a restricted procedure. Applicants are assessed on exclusion grounds, suitability requirements and selection criteria; only the three highest-ranked candidates will be invited to submit a tender. The award stage uses a best price-quality approach: quality accounts for 80% and price for 20%. The submission must include an EMVI plan, price schedule, programme, risk dossier and any applicable evidence, submitted digitally and in the required formats.
