Learning materials supply and management

Summary

The tender covers the supply of learning materials and related services for SintLucas’s facilitated learning-materials fund for the VMBO section. The contract concerns one lot and one supplier, with an initial term of 31 months from 1 January 2027 to 31 July 2029 and up to four one-year extensions, potentially until 31 July 2033. The estimated annual spend is EUR 15,000 for textbooks and workbooks and EUR 135,000 for licences and LiFo materials; the framework agreement has a maximum value of EUR 1,500,000, which is not guaranteed turnover. The supplier must provide a catalogue and online ordering and management portal, including integration with Magister, user-right management, order changes, reporting and current stock information. It must procure available learning materials, assemble individual packages, deliver folio materials to pupils’ selected addresses, activate licences for pupils, manage reorders and package exchanges, receive and assess returned materials, and transfer stock and data at the end of the contract. Deliveries are DDP and may not include minimum-order charges or surcharges. The supplier must achieve 100% timely access to ordered licences and at least 96% timely delivery of folio materials. The contract also includes customer service, reporting, data protection and a processing agreement. Bids must be submitted electronically by 11 November 2026 at 09:00. The bid must include a completed and signed European Single Procurement Document, separate PDF answers to the open questions, and a price sheet in Excel and signed PDF format. The bidder must use the latest templates, submit an unconditional bid, and provide all documents in Dutch unless an exception applies. The open questions concern distribution and communication, flexibility, and sustainability. Quality and price each carry 50 points, and at least 25 points must be achieved for the three quality questions for the price assessment and award consideration to proceed.
