Software Brokerage Function 2027–2034

Summary

The tender concerns a framework agreement with one supplier for standard software, software licences, maintenance, and advisory and support services related to licence and software asset management. The service includes, among other things, sourcing and delivering licences, maintenance and third-line support, licence and contract management, an ordering portal or e-catalogue, reporting, optimisation advice and training. Bespoke software is generally outside the core scope. The initial framework term is four years, with two optional two-year extensions. The estimated value stated in the notice is EUR 22,494,983 excluding VAT; the documents forecast EUR 55,429,886 for the full 2027–2034 period. The award is based on the best price-quality ratio, with quality weighted at 70 points and price at 30 points.
