Framework agreement for maintenance of paved surfaces 2027–2030

Summary

The tender concerns a framework agreement with one contractor for maintenance of paved surfaces in the municipality of Stichtse Vecht. From 2027 onward, the works include major maintenance from 20 m², minor maintenance below 20 m², corrective and emergency maintenance, replacement of paving elements and foundations, work preparation, traffic-management changes and necessary additional sewerage works. Work preparation includes investigations, design, calculations, work and quantity descriptions, and technical and financial advice. The maximum value of the framework agreement, including extensions, is €21,000,000. The initial term runs from 1 January 2027 to 31 December 2028. The contracting authority may extend it twice by one year and, exceptionally, by up to a further 12 months if ending the agreement would interrupt the works. Tenders must be submitted digitally by 28 October 2026 at 10:00. The bidder must demonstrate at least one suitable reference project, maintain business liability insurance with cover of €2,500,000, and be able to provide VCA**, ISO 9001 and BRL 9334 part 1 Main Contractor certificates. The tender must include a complete European Single Procurement Document, a register extract, proof of tax compliance, a procurement conduct certificate, the reference form, pricing forms and a quality submission of no more than four pages. Tenders are evaluated on the best price-quality ratio: price, environmental and stakeholder management, coordination of sewerage and paved-surface works, and support for preparing the authority’s multi-year maintenance plan.
