Summary

The tender seeks one supplier for the regular wholesale supply of food and non-food products and related services to the practical locations of ROC Midden Nederland’s Hospitality and Tourism College, mainly in Nieuwegein. The scope includes fresh and frozen food, meat, poultry, fish, non-alcoholic drinks, bread and bakery products, dry groceries, small kitchen equipment, logistics and storage materials, cleaning products, disposables and cutlery. Tea, coffee and coffee equipment, alcoholic drinks, specialist fresh products and certain curriculum-integrated supplier services are outside the scope. The estimated contract value is EUR 2,700,000 excluding VAT for the initial four-year term beginning 1 July 2027. The contract may be extended twice by two years, for a maximum term of eight years. One supplier will be selected. The tender must be submitted by 19 November 2026 at 11:00. Awarding is based on the best price-quality ratio: quality accounts for 70% and price for 30%. The supplier must provide a broad and stable range, a webshop and a Dutch physical wholesale or retail location, at least three customer numbers, reliable deliveries, HACCP-compliant transport and storage, and deliveries by 08:15 for orders placed before 17:00 on the previous day. Missing goods must be delivered within two hours, urgent orders within 14 hours where applicable, and products outside the core range within two working days. The supplier must also support education through internships, visits, product knowledge and events, and demonstrate sustainable and socially responsible operating practices.
