Framework agreement for hiring communication advisers 2027–2030

Summary

The tender concerns a framework agreement for hiring communication and cabinet-affairs professionals for the Municipality of Apeldoorn. Up to three contractors will be selected to supply professionals through subsequent mini-competitions, without separate procurement procedures for each assignment. The estimated value is EUR 2,140,000 excluding VAT and the maximum total value is EUR 3,210,000 excluding VAT. The agreement is planned for two years from 2027 to 2028, with up to two one-year extensions. Contractors must submit suitable and available candidates within five working days of a request. A fixed contact person and a permanent backup must be provided. Assignments are awarded through mini-competitions. Candidate CVs, hourly rates and interviews are assessed, with quality criteria covering cooperation and partnership, recruitment and continuity, public-sector communication expertise, and candidate proposal and support. The price bands range from EUR 75 to EUR 140 per hour depending on the profile and must include all costs, excluding VAT; post-calculation is not allowed. The contractor must arrange the required certificate of good conduct, ensure that personnel sign the municipality’s code of conduct, provide management reporting and allocate at least 5% of invoiced turnover excluding VAT to social return.
