Supply, implementation, maintenance and updating of a Container Management System (CMS)

Summary

The Municipality of Rhenen is procuring a cloud-based Container Management System (CMS) for the management of approximately 20,600 mini-containers, 97 underground containers, 35 above-ground containers, 45 GFE enclosures and approximately 8,600 waste cards. The supplier must deliver, implement, configure, migrate data to, integrate, maintain, update and further develop the CMS, including training, support and exit assistance. Required integrations include the address register via Key2Data Distribution, VConsyst Dynamics or IRDC systems, Jewel route planning, the vehicle reading equipment and the municipality’s Entra ID environment. Phase 1 must be operational within 2 months after contract signature and Phase 2 within 6 months. The contract starts on 1 January 2027 for four years and may be extended twice by two years. The award is based on value: implementation plan 25%, software usability 25%, existing integrations 10%, demonstration 40%, and price. The notice states a submission deadline of 19 October 2026 at 12:00; the procurement guide contains a different planning date of 12 October, so the official procurement platform and current documents should be checked before submission.
