Summary

Stichting Lucas Onderwijs is procuring a single-supplier framework agreement for the development, delivery and implementation of a privacy and security awareness programme for approximately 4,500 employees. The solution must include Dutch-language e-learning micro-trainings of no more than 10 minutes, tailored content, testing and feedback, dashboards, reporting, implementation and adoption support, and integrations with Entra ID and AFAS. Personal data must be stored and processed within the EU/EEA. The initial term is 1 January 2027 to 31 December 2028, with two possible one-year extensions. The estimated value is EUR 60,000 excluding VAT per year and EUR 240,000 excluding VAT for four years; the maximum framework value is EUR 360,000 excluding VAT. Tenders must be submitted in Dutch through the procurement platform by 19 October 2026 at 10:00 CET. Awarding is based on the best price-quality ratio: quality 80% and price 20%. A live demo is required on 27 October 2026 and the annual all-in price for 4,500 users must be between EUR 20,000 and EUR 60,000 excluding VAT.
