Dynamic purchasing system: landscaping services, tree maintenance and green-area improvement works

Summary

This dynamic purchasing system covers landscaping services, tree maintenance and green-area improvement works in the municipality of Hoorn for up to six years, with an initial two-year period. It has two categories: tree maintenance assignments with an estimated value of at least EUR 15,000 excluding VAT, expected at 5–10 assignments per year, and landscaping, planting and green-renovation assignments with an estimated value of at least EUR 25,000 excluding VAT, expected at 15 assignments per year. The work may include tree felling and pruning, planting, vegetation removal, soil improvement, paving, maintenance, traffic measures and the use of specialist equipment. The estimated total value is EUR 20,000,000 excluding VAT and the maximum value is EUR 25,000,000 excluding VAT. Applications may be submitted throughout the system’s lifetime. Participation requires a complete application, the required certificates and at least one comparable reference from the last three years for each intended category. Further assignments are awarded through separate quotation requests; the price is generally decisive, although quality criteria may be added for assignments above EUR 125,000 excluding VAT. For such assignments, a 2% Social Return obligation applies.
