Summary

The tender concerns the conclusion of a framework agreement with one contractor for the collection and processing of various waste streams, including residual waste, food waste, paper and cardboard, packaging waste, electrical equipment and bulky waste at Sportbedrijf Rotterdam locations in Rotterdam and Zevenhuizen. The contract is planned to start on 1 April 2027, with an initial term of 2 years and two possible 2-year extensions; the maximum term is 6 years and the maximum framework-agreement value is EUR 600,000 excluding VAT. The submission deadline is 23 November 2026 at 10:00. The contractor must provide containers and other collection equipment, regular and flexible collection services, an online waste-management portal, reporting, data protection and information security. Key participation requirements include financial capacity, insurance of at least EUR 3,000,000 per claim and EUR 5,000,000 per year, a suitable reference from a client with at least 12 locations and no older than 3 years, and ISO 9001:2015 and ISO 14001 or equivalent systems. The required declarations, price sheet and reference form must be submitted with the tender. Tenders will be evaluated on the basis of the best price-quality ratio: quality is worth up to 600 points, of which implementation plan K1 is worth 250 and sustainability K2 350; price is worth 400 points. The bidder must also account for an annual 5% Social Return obligation and the requirement that vehicles meet at least emission class 6.
