IWR2026 – Workplace Hardware Services

Summary

The tender covers workplace hardware-related services for Dutch government organisations, including receipt, labelling, installation, configuration, storage, logistics, repairs, device management, user support and return flows. A framework agreement will initially run for four years and may be extended to a maximum total duration of seven years; no more than three and at least two suppliers will be appointed. The estimated volume is EUR 100 million excluding VAT and the maximum contract value is EUR 120 million, but no actual order volume is guaranteed. The bidder must submit 1–5 references performed during the previous three years covering all required core ICT workplace service competencies. The bidder must also demonstrate financial and economic capacity, liability insurance of at least EUR 2 million per claim, and a quality, information-security and environmental-management system or equivalent arrangements. The tender must include the completed and signed required documents, all-in prices and positive prices for every line in the price schedule. Tenders will be evaluated using the best price-quality ratio: quality wishes carry up to 500 points and price up to 600 points. Quality aspects include the ability to temporarily increase storage capacity and staffing, an optimisation process and a social-return commitment of at least 7.5%.
